It has a rich set of special effects AND possibility of their creation by user! Our Review: VCW VicMan's Photo Editor is an excellent graphics editor with tools and effects not normally available in other software of its kind. The interface is quite easy to understand, very attractive, and skinnable to suit your mood or taste. It performs all the functions you'd expect, as well as features such as swapping colors (i.e. it will convert any color into the color of your choice), a huge range of filters and distortions, you name it. In addition to the available filters, you can create your own and be artistic. That would make the features pretty much unlimited. Go get it! Its freeware, baby, yeah!
