Internet Space Builder is a VRML editing program in the style of Lightwave or any of the decent CAD programs. You can add textures and backgrounds, etc. It's very good, although it does have some complexity limitations being only a demo. You can plan your scene with the top down view and then choose camera flybys and heaps more. You can even do 3D text! It comes built in with lots of objects (tables, chairs etc.) and is generally very good! Well worth a download!
